Once again the Pacific is setting the scene for international negotiations, with concerns about “chequebook diplomacy” surrounding Russian foreign minister Sergei Lavrov’s visits to the region.
So what is Russia’s interest in the Pacific and is it a new thing? Heather Jarvis asked Russian foreign policy expert, Alexey Muraviev.
